West Dunbartonshire Council is the unitary local authority for West Dunbartonshire, one of Scotland’s 32 councils. National Records of Scotland estimates that 88,340 people lived there on 30 June 2025, a fall of 0.5% on the year before. Clydebank and Dumbarton are the two largest towns, with Alexandria, Balloch, Bonhill and Renton making up the Vale of Leven.

Council tax and business rates are billed and collected by the council, and arrears across council tax, rent and other charges are handled by its Corporate Debt Team. The valuation band on your home is set by the Dunbartonshire and Argyll and Bute Valuation Joint Board, the assessor shared with East Dunbartonshire and Argyll and Bute and based in Clydebank, not by the council itself. The council’s headquarters is at 16 Church Street, Dumbarton, G82 1QL, on the same street as the sheriff court.

Council tax in West Dunbartonshire

Council tax is an annual charge on domestic property, set each year by West Dunbartonshire Council. What you pay depends on the valuation band of your home, which reflects its value on 1 April 1991 and is set by the Dunbartonshire and Argyll and Bute Valuation Joint Board, not by the council. Your bill also includes separate water and wastewater charges, which the council collects on behalf of Scottish Water.

West Dunbartonshire Council set its budget in March 2026, closing a £6.44 million funding gap, and increased council tax by 7.8%. The council says that equates to £2.34 a week on a Band D bill, taking the Band D council tax to £1,681.53. The table shows the council tax on its own and then the full total with the Scottish Water charges added. Band D is the standard reference band.

The council also publishes a reduced Band A charge of £934.18 (£1,296.58 with water) for Band A homes getting the disabled band reduction. Reductions, discounts and second homes

Before worrying about arrears, make sure your bill is as low as it should be. Claiming the right reduction can cut what you owe and make catching up far easier.

  • Council Tax Reduction (CTR): a means-tested reduction of all or part of your council tax for people on a low income. You apply on the council’s Housing Benefit and Council Tax Reduction form, by email to Benefits2@west-dunbarton.gov.uk or to the Benefits Section at 16 Church Street, and the council aims to process new claims within 4 weeks. CTR reduces the council tax element only, not the water and wastewater charges, which have their own separate reduction.
  • Single person discount (25%): if you are the only adult in the property, you can claim a 25% reduction.
  • Disabled band reduction: if a resident needs an extra room, an additional bathroom or space to use a wheelchair indoors because of a disability, the bill can be charged one band lower. See our disabled band reduction guide.

From 1 April 2026 West Dunbartonshire adds a 200% premium to second homes and long-term empty homes, so the owner pays 300% of the normal council tax. An empty home is free of charge for up to 6 months after it was last lived in, then gets a 10% discount up to 12 months, and after that the 300% charge applies. Business rates in West Dunbartonshire

Business rates, or non-domestic rates, are the commercial equivalent of council tax and are billed by West Dunbartonshire Council. The poundage is set nationally by the Scottish Government and is the same across the country. Your bill is the rateable value of your premises, set by the Dunbartonshire and Argyll and Bute Valuation Joint Board, multiplied by the poundage.

Many small businesses in Clydebank, Dumbarton and Alexandria pay little or no rates thanks to the Small Business Bonus Scheme. A single property with a rateable value up to £12,000 can qualify for 100% relief, with tapered relief up to £20,000, and combined-value rules for businesses with more than one property. Other reliefs, such as charity relief, empty property relief and Fresh Start, may also apply.

Which sheriff officers does the council use?

When council tax or business rates go unpaid and a summary warrant has been granted, West Dunbartonshire Council passes the account to its sheriff officers. Sheriff officers are officers of the court, not private bailiffs, and their powers are set by Scottish law.

The council does not name its sheriff officer firm on its public pages. Its corporate debt policy says the firm uses letters, texts and calls, agrees payment arrangements, serves charges for payment with a debt advice pack, and then enforces. The firm acts on warrants granted at Dumbarton Sheriff Court on Church Street, in the sheriffdom of North Strathclyde, and its name will be at the top of any letter.

What happens if you fall behind in West Dunbartonshire

West Dunbartonshire changed its council tax recovery process from 1 April 2025, and final notices are no longer issued. Knowing the stages helps you see how much room you still have to act.

  1. Reminder notice. Miss an instalment and the council sends a reminder asking you to pay within 21 days, or to contact it to discuss another way of paying.
  2. Loss of instalments. If you do neither, you lose the right to pay by instalments and the full year’s balance becomes due.
  3. Summary warrant. The council applies to Dumbarton Sheriff Court for a summary warrant, which adds a statutory 10% penalty. The council says this application is made without any further notification to you.
  4. Second and third missed payments. If you paid after the first reminder but miss again, you get a second reminder. Miss a third time and the council goes straight to a summary warrant.
  5. Sheriff officer enforcement. If the summary warrant notice is not paid and no arrangement is kept up, the debt goes to the sheriff officers, who can serve a charge for payment giving you 14 days, then use a wage (earnings) arrestment, a bank arrestment or an attachment.

The council can also take deductions from some DWP benefits. At any stage you can contact the council to arrange payment or query the balance, and it would rather hear from you, or from us, before a warrant is granted.

What to do if the council contacts you about arrears

Whether the letter comes from the council or from a sheriff officer, the sensible steps are the same.

  1. Open it and act. The reminder is the only warning before a summary warrant.
  2. Check it is right. Make sure the debt is yours, for the correct property and year, and that any discount, exemption or Council Tax Reduction you are due has been applied.
  3. Ask for identification. A genuine sheriff officer carries a formal identity document, and you are entitled to see it before you deal with them.
  4. Do not overcommit. Only agree to what you can genuinely afford, because a broken arrangement usually leads straight to a wage arrestment.
  5. Get advice and set up a plan. A realistic arrangement, the Debt Arrangement Scheme or another solution is what actually stops enforcement.
