Renfrewshire Council is the unitary local authority for Renfrewshire, one of Scotland’s 32 councils. National Records of Scotland estimates that 189,270 people lived in Renfrewshire on 30 June 2025. Paisley is by far the largest town and the council’s base, and the other main towns are Renfrew, Johnstone, Erskine and Linwood, with a string of smaller villages in the west of the area.

Council tax and business rates are billed and collected by the council’s finance and resources service, which also deals with discounts, exemptions, Council Tax Reduction and the recovery of arrears. The valuation band on your home is set by the Renfrewshire Valuation Joint Board, the assessor shared with East Renfrewshire and Inverclyde, not by the council itself. You can pay by Direct Debit on the 1st, 14th or 27th of the month, by standing order over 10 or 12 monthly instalments, online by card, by phone, or at a Post Office or PayPoint. Council tax in Renfrewshire

Council tax is an annual charge on domestic property, set each year by Renfrewshire Council. What you pay depends on the valuation band of your home, which reflects its value on 1 April 1991 and is set by the Renfrewshire Valuation Joint Board, not by the council. Your bill also includes separate water and wastewater charges, which the council collects on behalf of Scottish Water.

Renfrewshire council tax bands and charges 2026-27

Renfrewshire Council set its 2026-27 budget on 26 February 2026 and agreed a 7.5% council tax rise to help fund investment and meet rising costs, taking the Band D council tax to £1,690.56. The table shows the council tax on its own and then the full total with the Scottish Water charges added. Band D is the standard reference band.

Reductions, discounts and second homes

Before worrying about arrears, make sure your bill is as low as it should be. Renfrewshire’s discounts are not awarded automatically, so if you think one applies, you need to ask.

  • Council Tax Reduction (CTR): a means-tested reduction of up to 100% for people on a low income. You apply online through MyAccount, or ring the benefits team on 0300 300 0204 for help. The council aims to decide within 10 days. CTR reduces the council tax element only, not the water and wastewater charges, which have their own separate reduction. Renfrewshire also offers a Second Adult Rebate for some households.
  • Single person discount (25%): if you are the only adult living in the property, you can claim a 25% reduction.
  • Disabled band reduction: if a resident needs an extra room, an additional bathroom or space to use a wheelchair indoors because of a disability, the bill can be charged one band lower. See our disabled band reduction guide.
  • Other discounts and exemptions: students, apprentices, carers and people with a severe mental impairment can be disregarded, and some properties are exempt. Our council tax discounts guide explains who qualifies.

Since 1 April 2024 Renfrewshire has charged double council tax on second homes, with a 50% discount instead for job-related homes and purpose-built holiday homes. A home that has been empty for 12 months or more is also charged double. An empty, unfurnished home is exempt for its first 6 months, then gets a 10% discount up to 12 months, and a home for sale or let can keep a 10% discount from 13 to 24 months. Business rates in Renfrewshire

Business rates, or non-domestic rates, are the commercial equivalent of council tax and are billed by Renfrewshire Council. The poundage is set nationally by the Scottish Government and is the same across the country. Your bill is the rateable value of your premises, set by the Renfrewshire Valuation Joint Board, multiplied by the poundage.

For 2026-27 the Scottish Government set three rates:

Many small businesses in Paisley, Renfrew and Johnstone pay little or no rates thanks to the Small Business Bonus Scheme. A single property with a rateable value up to £12,000 can qualify for 100% relief, with tapered relief up to £20,000, and combined-value rules for businesses with more than one property. Other reliefs, such as charity relief, empty property relief and Fresh Start, may also apply.

Which sheriff officers does the council use?

When council tax or business rates go unpaid and a summary warrant has been granted, the account can be passed to sheriff officers to collect. Sheriff officers are officers of the court, not private bailiffs, and their powers are set by Scottish law.

Renfrewshire Council does not name its sheriff officer firm on its council tax pages. The firm will act on a summary warrant granted by the sheriff, and the sheriff court for the area is Paisley Sheriff Court on St James Street, in the sheriffdom of North Strathclyde. Their powers are the same as any sheriff officer in Scotland, and the firm’s name and your reference will be at the top of any enforcement letter.

What happens if you fall behind in Renfrewshire

Renfrewshire sets out its recovery steps clearly on its own website, and the deadlines are short. Knowing them helps you see how much room you still have to act.

  1. First reminder notice. Miss a payment for the first time and the council posts a first reminder notice. Pay the late amount within 7 days and you carry on paying by instalments as normal.
  2. Loss of instalments. If you do not pay within those 7 days, you lose the right to pay by instalments and must pay the full balance for the year within a further 7 days, so within 14 days of the reminder.
  3. Second and final reminder. If you caught up the first time but miss another payment, the council sends a second and final reminder on the same 7-day terms.
  4. Third missed payment. Miss a third payment and there is no further reminder. The council goes straight to the sheriff court for a summary warrant.
  5. Summary warrant and sheriff officers. A summary warrant is granted without a court hearing and adds a statutory 10% to your balance. Sheriff officers can then serve a charge for payment giving you 14 days, and after that use a wage (earnings) arrestment or a bank arrestment.

Because the 10% surcharge and the sheriff officer fees are fixed by law, acting early is what keeps the cost down. You can offer payment at any stage, even after a summary warrant, and the council would rather hear from you, or from us on your behalf, before things reach that point.

What to do if the council contacts you about arrears

Whether the letter comes from the council or from a sheriff officer, the sensible steps are the same.

  1. Open it and act. With 7-day deadlines, a letter left unopened for a week can cost you the right to pay by instalments.
  2. Check it is right. Make sure the debt is yours, for the correct property and year, and that any discount, exemption or Council Tax Reduction you are due has been applied.
  3. Ask for identification. A genuine sheriff officer carries a formal identity document, and you are entitled to see it before you deal with them.
  4. Do not overcommit. Only agree to what you can genuinely afford, because a broken arrangement usually leads straight to a wage arrestment.
  5. Get advice and set up a plan. A realistic arrangement, the Debt Arrangement Scheme or another solution is what actually stops enforcement.

Can Renfrewshire Council take money from my wages?

Yes. Once the council has a summary warrant, its sheriff officers can serve a charge for payment and then set up an earnings (wage) arrestment, where your employer takes a fixed amount from your pay. The amount is set by law, and a wage arrestment can be stopped or avoided with the right arrangement or debt solution.
