South Ayrshire Council is the unitary local authority for South Ayrshire, one of Scotland’s 32 councils. National Records of Scotland estimates that 112,280 people lived in South Ayrshire on 30 June 2025. Ayr is the council’s base, with Prestwick and Troon to the north and Maybole and Girvan to the south. The council’s headquarters is County Buildings, Wellington Square, Ayr, KA7 1DR.

Council tax is billed and collected by the council’s revenues and benefits service, which also handles discounts, Council Tax Reduction and arrears. The valuation band on your home is set by the Ayrshire Valuation Joint Board, the assessor shared with East and North Ayrshire and based in Ayr, not by the council itself.

Lines are open Monday to Thursday 9am to 4.45pm and Friday 9am to 4pm. You can pay by Direct Debit on the 1st or 20th over 10 or 12 instalments, online, by phone, by standing order or at a Post Office or PayPoint. One warning from the council: it does not offer discounted terms to any third-party company for collecting council tax, so if someone offers you a discount, do not pay them and call 0300 123 0900.

Council tax in South Ayrshire

Council tax is an annual charge on domestic property, set each year by South Ayrshire Council. What you pay depends on the valuation band of your home, which reflects its value on 1 April 1991 and is set by the Ayrshire Valuation Joint Board, not by the council. Your bill also includes separate water and wastewater charges, which the council collects on behalf of Scottish Water.

South Ayrshire council tax bands and charges 2026-27

For 2026-27 South Ayrshire increased council tax by 8%, a figure councillors agreed a year earlier when they set the 2025-26 budget. It takes the Band D council tax from £1,569.41 to £1,694.96, and the full Band D bill from £2,169.80 to £2,347.28. The table below shows the council tax on its own and then the total with Scottish Water charges added. Band D is the standard reference band.

The council tax column is the South Ayrshire charge on its own, and the right-hand column adds the standard Scottish Water charges to give the full bill. Reductions, discounts and second homes

As well as the usual reductions, South Ayrshire offers a relief worth checking if your home is in Band E or above.

  • Council Tax Reduction (CTR): helps low-income households, usually with savings under £16,000 unless you get Guaranteed Pension Credit. You apply online through the council, separately from Universal Credit, and it does not cover water and sewerage charges.
  • Band E to H Relief: relief from the higher Band E to H charges brought in on 1 April 2017, if your savings are under £16,000 and your average net income is below £321 a week for a single person with no children, or £479 a week for other households. The council awards whichever is higher of this or CTR.
  • Second Adult Rebate: if you are the only person liable but share your home with another adult on a low income who is not your partner.
  • Single person discount (25%): if you are the only adult in the property.
  • Disabled band reduction: the bill can be charged one band lower where a home has features needed by a disabled resident, including in Band A. See our disabled band reduction guide.
  • Other discounts and exemptions: students, apprentices, carers, care leavers aged 18 to 25 and others can be disregarded. Our council tax discounts guide explains who qualifies.

South Ayrshire has used its powers on second and empty homes. Since 1 April 2024, a second home has been charged double council tax, with water and wastewater at the normal rate. A home empty for more than 12 months can be charged a levy of up to 100%, or after 24 months if it is being marketed, repaired or brought back into use with the council’s Empty Homes Officer (01292 616014). If you think a premium has been applied wrongly, raise it with the council straight away.

Business rates in South Ayrshire

Business rates are billed by South Ayrshire Council, but the poundage is set nationally by the Scottish Government. Your bill is the rateable value of your premises, set by the Ayrshire Valuation Joint Board, multiplied by the poundage.

For 2026-27 the Scottish Government set three rates:

Many small businesses pay little or no rates thanks to the Small Business Bonus Scheme. A single property with a rateable value up to £12,000 can qualify for 100% relief, with tapered relief up to £20,000, and combined-value rules for businesses with more than one property. Other reliefs, such as charity relief, empty property relief and Fresh Start, may also apply. Unpaid rates also go to a summary warrant with a 10% surcharge.

Which sheriff officers does the council use?

When council tax goes unpaid and a summary warrant has been granted, South Ayrshire Council passes the debt to sheriff officers. Sheriff officers are officers of the court, not private bailiffs, and their powers are set by Scottish law.

The council does not name its firm on its council tax pages. Public procurement records show that in September 2021 it called off a debt recovery and diligence contract from the Scotland Excel national framework with Stirling Park LLP, of Kilmarnock. The council’s August 2026 contract register lists that contract with an expiry date of 4 September 2026, and we have not been able to confirm whether it has been renewed or re-let since. The firm’s name will be on any enforcement letter, and its powers are the same as any sheriff officer in Scotland.

What happens if you fall behind in South Ayrshire

South Ayrshire follows the standard Scottish recovery process:

  1. Reminder notice. Miss an instalment and the council sends a reminder, giving you 7 days to bring the account up to date.
  2. Loss of instalments. If it is still unpaid, you can lose the right to pay by instalments, and the full year’s balance becomes due.
  3. Summary warrant. The council applies to the sheriff for a summary warrant, which is granted without a court hearing and adds a statutory 10% penalty.
  4. Sheriff officer enforcement. The debt passes to sheriff officers, who can serve a charge for payment giving you 14 days to pay, then use a wage (earnings) arrestment or a bank arrestment, where the first £1,000 in the account is protected.

Because the penalty and fees are fixed by law, acting early keeps the cost down. You can offer payment at any stage, even after a summary warrant.

What to do if the council contacts you about arrears

Whether the letter comes from the council or from a sheriff officer, the sensible steps are the same.

  1. Open it and act. Council tax arrears do not go away, and ignoring letters only moves the debt further along the recovery process.
  2. Check it is right. Make sure the debt is yours, for the correct property and year, and that any discount, relief or Council Tax Reduction you are due has been applied.
  3. Ask for identification. A genuine sheriff officer carries a formal identity document, and you are entitled to see it before you deal with them.
  4. Do not overcommit. Only agree to what you can genuinely afford, because a broken arrangement usually leads straight to a wage arrestment.
  5. Get advice and set up a plan. A realistic arrangement, the Debt Arrangement Scheme or another solution is what actually stops enforcement.
