Start with Council Tax Reduction, which can cover up to 100% of the council tax liability, then work down through discounts, disregards, the severe mental impairment reduction and the disabled band reduction. The Scottish Welfare Fund covers the emergency while you do it.
Benefits matter here mainly as the gateway. Several of the reductions below are opened by a benefit you may already receive.

What order should you check things in?
Work from the biggest reduction down. Council Tax Reduction first, because it can remove the whole liability, then discounts and disregards, then the disabled band reduction, then emergency help for the immediate gap.

Why the order matters
The reductions interact. A discount changes the bill, and Council Tax Reduction is then calculated on what is left.
You do not have to work the interactions out yourself, which is what a free benefits check is for. What free debt advice is available in Scotland lists the services that run them at no cost.
Do you qualify for Council Tax Reduction?
Council Tax Reduction is Scotland’s own scheme, run by your council, and the maximum is 100% of the council tax liability. It replaced Council Tax Benefit, which was abolished in 2013.
The Universal Credit trap
Universal Credit is not a passporting benefit for Council Tax Reduction in Scotland. A Universal Credit claimant’s reduction is calculated rather than awarded automatically.

Council Tax Reduction is not part of Universal Credit and the DWP does not administer it. Apply to your council, because a Universal Credit claim does not make the application for you.
The capital rules, which are not the same in both schemes
The capital cut-off is £16,000 in both the working-age and the pension-age scheme. The tariff income threshold is different: £6,000 for working age and £10,000 for pension age, under the Council Tax Reduction (Scotland) Regulations 2021 and their 2012 counterpart.
Published advice routinely gives one tariff figure for both. If you are pension age and were told you had too much capital, that is worth checking.
Bands E to H have a second door
For a property in band E to H there are two separate doors.
Regulation 13 is the ordinary route and can still cover the whole bill. Regulation 14 is an extra route in for households whose income is too high for regulation 13 at all.

An award under that second route is capped at a single-figure to high-teens percentage of the bill rather than the whole of it, so the two routes should never be described as one.
An award under the second route is capped at 6.98% of the bill in band E rising to 18.37% in band H. Whether you qualify for Council Tax Reduction in Scotland works through both routes.
Who tends to be missing out
- People who started a Universal Credit claim and never made the separate application to the council.
- People whose hours were cut recently, still assessed on earnings from months ago.

Which discounts and disregards should you check next?
The 25% single person discount is the most common, but a disregard is the more powerful tool. A disregard removes a person from the adult count altogether rather than reducing the bill directly.
The mechanism people get wrong
A disregarded person is not exempt from council tax and may still be liable. They are simply not counted when the council counts adults in the property.
So one countable adult living with one disregarded adult produces the 25% discount, and where everyone in the property is disregarded the result can be an exemption. Which people are disregarded for council tax purposes sets the categories out.
Who is commonly disregarded
Full-time students, apprentices, people who are severely mentally impaired, care leavers under 26 and live-in carers are among them. How the single person discount works in Scotland and what council tax discounts are available in Scotland cover the rest.
A full-time course means one lasting at least 24 weeks in the academic year and normally requiring an average of at least 21 hours a week of study, tuition or work experience.
Which benefits open the severe mental impairment reduction?
This is the most under-claimed reduction in Scotland, and it turns on two things at once: a certificate of severe mental impairment and receipt of a qualifying benefit.
What it is worth
Where everyone in the property qualifies, the property is exempt rather than discounted. Where one qualifying adult lives with one other adult, the bill carries a 25% discount.
The certificate has to come from a registered medical practitioner. The regulations do not say it must be your own GP.
The four devolved payments that qualify

Those four were added to the Council Tax (Discounts) (Scotland) Consolidation and Amendment Order 2003 by later instruments. They are easy to miss, and what the severe mental impairment council tax exemption is covers the full list.
Short-term assistance counts where the earlier determination awarded a qualifying rate.
The reserved benefits that qualify
- Attendance Allowance, and the daily living component of Personal Independence Payment.
- The highest or middle rate care component of Disability Living Allowance, and Armed Forces Independence Payment.
- Employment and Support Allowance, Severe Disablement Allowance, and short-term or long-term Incapacity Benefit.
- Income Support where the applicable amount includes a disability premium, and Working Tax Credit including the disability or severe disability element.
The Universal Credit rule that changed in 2023
Universal Credit stopped being an automatic qualifying benefit on 1 April 2023. It now counts only where the award includes the limited capability for work-related activity amount, or the person has limited capability for work.
Someone passported before that date keeps it only until their award changes for a reason other than annual uprating. After that, the limited capability test has to be satisfied.
What about the disabled band reduction and the water charges?
The disabled band reduction charges the bill at one band lower and is not means tested. Water and sewerage charges are a separate matter again, because Council Tax Reduction does not touch them.
The disabled band reduction
Where a disabled resident needs an extra room, an additional bathroom or kitchen, or space to use a wheelchair indoors, the bill is charged at one band lower. A band A property gets a reduction equivalent to one band, and how to apply for a disabled band reduction sets out the test.
The water and sewerage lines
Council Tax Reduction does not touch water and sewerage charges. Those run through the separate Water Charges Reduction Scheme, which the Scottish Government describes as worth up to 35% and which is passported on your Council Tax Reduction.

What emergency help is available while you sort the bill out?
The Scottish Welfare Fund, run by all 32 councils. A Crisis Grant covers an emergency or disaster causing an immediate threat to health or safety, and a decision is due by the end of the next working day.
Grants, not loans
Both grants are grants. Neither is repayable.

What a grant cannot do
Neither grant can be used to pay council tax arrears or any other debt. Owing the council money is also not a ground for refusing you one, and what the Scottish Welfare Fund is and whether it can help with debt sets out both halves of that.
Heating and energy
For longer-term help, Home Energy Scotland gives free impartial advice and referrals on freephone 0808 808 2282, including to Warmer Homes Scotland. Its site is homeenergyscotland.org.
The Warm Home Discount is a £150 rebate and Scotland keeps a two-group model. The Core Group is automatic for a bill payer receiving the Guarantee Credit element of Pension Credit, while the Broader Group requires an application to your supplier.

What can be backdated, and by how much?
Council Tax Reduction has firm statutory periods. Discounts, exemptions and the disabled band reduction have no statutory maximum backdating period at all, which cuts both ways.

Ask for backdating in writing and explain why you did not apply sooner. Whether Council Tax Reduction can be backdated covers the good cause test and the separate one-month linking rules.
The severe mental impairment gap
For severe mental impairment, entitlement starts on the later of the date of medical certification and the first day of entitlement to a qualifying benefit. In practice most councils tie backdating to benefit receipt rather than to diagnosis.
That gap is the source of a great many complaints in dementia cases. Push for the earliest date the evidence supports, in writing.
What if the arrears have already reached recovery?
Claiming still helps, because it reduces the liability the council is enforcing. It does not stop recovery on its own, so treat the claims and the arrears as two pieces of work running at the same time.
Deductions from Universal Credit
A council can apply to the DWP to take council tax arrears direct from Universal Credit, at 5% of the standard allowance per assessment period. In Scotland the council must already hold a summary warrant or a decree.
You cannot request one and cannot insist on it, because the application is the council’s. Total deductions are capped at 15% of the standard allowance since the Fair Repayment Rate took effect on 30 April 2025, and whether the DWP can take money from your wages without a court order covers the machinery.
What actually stops a deduction from wages
- A statutory moratorium gives six months of protection from new diligence, once in a rolling twelve months.
- An approved Debt Payment Programme under the Debt Arrangement Scheme stops an existing earnings arrestment.
- A protected trust deed ends an existing earnings arrestment on the date of protection.
- Sequestration, including the Minimal Asset Process, ends it on the date of sequestration.
